Sam Eljamel botched dozens of operations and left patients with lifelong injuries while working in Dundee between 1995 and 2013.
NHS Tayside ignored warnings that he was a “poor doctor”, and it had been believed that concerns about his conduct were first raised in 2011.
However, the General Medical Council (GMC) has now confirmed that it handled a complaint against Eljamel in 2001, 12 years before he was suspended.
